The McDowell County Partnership for Children and Families, Inc. is accepting Requests for Proposals (RFPs) for the following Early Childhood Activities:


  1. Child Care Resource & Referral (1 year):

A full-time Director will coordinate and host early childhood training events at various community locations and provide technical assistance to family child care providers, both prospective and existing. A part-time Early Childhood Specialist will provide intensive technical assistance to prospective and existing child care centers. The Early Childhood Specialist will also provide technical assistance for outdoor learning environments, with up to three quality enhancement grants awarded each year to qualified providers. A full-time Professional Development Specialist will provide intensive, one-on-one technical assistance support for early childhood professionals as they pursue higher educational goals. A limited number of professional development supplements may be awarded to teachers and administrators who achieve educational goals as identified on their individual professional development plans. A database will be maintained to support the Professional Development and Training and Technical Assistance. Staff will collaborate with and support the Regional R&R Lead. Staff will produce an annual report using local and regional data for McDowell County.    This activity may provide an annual "Provider Appreciation Event" for Early Childhood Teachers and Directors, which may be partially funded by Smart Start funds.  Child Care Resource & Referral (CCR&R) will also hold up to six annual Director/Family Child Care Home (FCCH) Meetings, an annual Advisory Committee Meeting, and will host evening or lunch time child care professional training events for which food may be provided if funds allow.

  1. Quality Support Bonus (1 year):

This project will make available quarterly facility bonuses to licensed early childhood programs.  The bonus will be based upon accrued quality points determined by the number of licensed points earned in Program and Education Standards determined by the North Carolina Division of Child Development and Early Education (DCDEE) during the state child care licensing process.  Qualifying programs providing infant/toddler/two care will receive additional funding to support the continued efforts to provide this level of care to families.  Payment will be provided quarterly to licensed programs that have demonstrated a commitment to quality care identified by teacher/education and program standards.  Licensed early childhood programs participating in this project will not need to report monthly program expenses.  An application process will occur once per year and programs must be in business the entire year or payment will be terminated.  To assure that programs are still operating, the DCDEE website will be consulted monthly.  A part-time early childhood specialist may be hired to assess the qualified applicants, assure monthly monitoring of child care facilities participating in the program, submit payments to qualified programs and be responsible for local partnership required fiscal and program paperwork.

  1. Families and Schools Together (Pre-K) (2 years):

Families and Schools Together® (FAST) offer multi-family and group-based programs that enhance family functioning, promote healthy social-emotional development, and promote school readiness.  FAST programs serve all families and their young children; but special effort will be made to recruit low-income, stressed, and socially isolated families. Group meetings will involve structured, interpersonal activities that follow the protocols of the National FAST office. FAST programs will be facilitated by a nationally-trained collaborative team according to the National FAST office guidelines and implemented with model fidelity. The FAST programs are tailored to family’s needs and based on their children’s ages. Pre-K FAST is a program that serves family members and their preschool aged children (3-5 years). Participants will complete the evaluation documents according to the FAST National Training and Evaluation Center. Smart Start funds may also be used for child care for participants’ children and incentives for eligible participants. A minimum of one, eight-week session will be completed.

  1. Circle of Parents (2 years):

Circle of Parents (COP) is a parent support group model supported by Prevent Child Abuse America. Through peer-to-peer leadership and support at weekly meetings, people in a parenting capacity can, over time, gain self-esteem, overcome isolation and improve their parenting skills by exchanging support and positive parenting suggestions. Families work toward the common goal of building family strengths in the areas of family management, communication, nurturing, and positive discipline. The program will employ a full-time, trained COP facilitator and a part-time child care provider. The COP facilitator will implement the model with fidelity and submit all required reports to Prevent Child Abuse NC. A minimum of three, weekly COP support groups will meet in underserved areas of McDowell County. Specialty COP groups, such as grandparents raising grandchildren, teen moms, parents with special needs children, or first time moms, may be established depending on demand. Child care will be provided. Qualified substitute facilitators and substitute child care providers may be used as needed. Refreshments will be provided for program participants.

Any contract awarded by the McDowell County Partnership for Children & Families will be considered for renewal only after a satisfactory evaluation of program and fiscal performance and contingent upon the availability of funds.
